GIFT City RCMC and SEZ Employee ID Cards: Compliance Requirements for IFSC Units

GIFT City ID Card: Setup Doesn’t End at Approval

Getting the Letter of Approval feels like the finish line. It isn’t. Once an IFSC unit is approved, a second layer of SEZ paperwork starts, and two items catch many teams off guard: the RCMC and the GIFT City ID card for employees.

They’re separate requirements. The RCMC belongs to the unit. The SEZ ID card belongs to each person who works for it. One connects to SEZ exemptions. The other regulates access to the SEZ processing area for covered employees.

This guide covers what each one is, where it sits in the setup sequence, how to apply, and what to do when staff leave. It draws on IFSCA’s SEZ Compliance FAQs (Version 2.0, August 2026) and the SEZ Rules. If you own or lease SEZ office space, it also shows what your tenants must have in place.

What Are RCMC and SEZ Employee ID Cards?

What Is RCMC?

RCMC stands for Registration-cum-Membership Certificate. Rule 2(1)(zg) of the SEZ Rules defines it as the membership certificate issued by an Export Promotion Council for Export Oriented Units and Special Economic Zones.

In plain terms, it shows the unit is a member of the relevant council. It matters because Rule 22(1)(v) links it to availing exemptions, drawbacks and concessions.

What Is a GIFT City SEZ Employee Id Card?

Rule 70 of the SEZ Rules lets the Development Commissioner regulate entry into the zone’s processing area through identity cards. In GIFT-SEZ, the Development Commissioner’s office issues them, and that includes IFSC units.

It isn’t your company badge. It’s a statutory access credential. It also isn’t an IFSCA licence or registration. IFSCA approval lets the unit operate. The SEZ card lets a person enter.

Is RCMC Mandatory for GIFT IFSC Units?

Yes. IFSCA’s FAQs say every GIFT-IFSC unit needs an RCMC, citing Rule 22(1)(v) of the SEZ Rules.

The reason is structural. Under Section 18 of the SEZ Act, an IFSC can exist only inside an SEZ. So every unit IFSCA approves is also an SEZ unit. IFSCA approval doesn’t replace SEZ obligations. It sits alongside them.

Who issues it? An Export Promotion Council. The FAQs name EPCES, the council for export oriented units and SEZs.

Does IFSCA issue it? No. The FAQs state that the office of the Administrator (IFSCA) isn’t involved in issuing the RCMC or updating it on the SEZ Online portal. Don’t send RCMC queries there.

A services-only unit might assume RCMC is irrelevant because it doesn’t ship goods. The FAQs don’t carve out that exception. Confirm with your CA or compliance advisor before skipping it.

Timing matters here. IFSCA’s workflow lists RCMC right after the BLUT and Eligibility Certificate stage. Units that leave it for later often find it surfacing when they need to claim a concession.

A missing RCMC rarely causes trouble on day one. It causes trouble when a benefit that depends on it can’t be claimed. That’s a poor moment to start an application.

How to Obtain RCMC for a GIFT City IFSC Unit

IFSCA doesn’t publish a fixed document list for RCMC, so this guide doesn’t invent one. The practical path looks like this.

  1. Understand the requirement. Read Rule 22(1)(v) and the RCMC question in IFSCA’s FAQs. Confirm with your advisor how it applies to your activity.
  2. Identify the council. The FAQs refer to EPCES. Check the DGFT portal for the council that applies to your unit.
  3. Apply through DGFT. IFSCA points units to the e-RCMC section of the DGFT website. Use the live portal for current forms, documents and fees.
  4. Keep the certificate on file. Store it with your LOA, BLUT, Eligibility Certificate and lease deed.
  5. Check that it shows up. EPCES shares its list of RCMC holders with NSDL, and NSDL updates SEZ Online from the backend. If your RCMC isn’t reflected, contact NSDL/NDML, not IFSCA.

Before you apply, ask your advisor three things. Which council applies to our activity? Does our entity structure change the application? And who in the company holds the login for the DGFT portal? The last one sounds minor. It isn’t. Lost credentials slow more filings than missing documents do.

One related item: the IEC. IFSCA’s FAQs require every GIFT-IFSC unit to obtain an Importer-Exporter Code from DGFT, then update it on SEZ Online. It’s a separate certificate, but it travels in the same part of the setup workflow.

What Is a GIFT City SEZ Employee ID Card?

Per IFSCA’s FAQs and Public Notice No. 03/2025-26 dated 21 August 2025, IFSC units must obtain SEZ ID cards for both direct and indirect employees from the Office of the Development Commissioner, GIFT-SEZ.

Rule 70 speaks of entrepreneurs and regular employees. IFSCA’s FAQs go further and say units must cover both direct and indirect staff. Direct staff are on the unit’s payroll. Indirect staff are contract, outsourced or vendor-supplied people working at the premises. If someone works at your SEZ office as covered staff, treat the ID-card requirement as applicable rather than relying on the person’s employment label alone.

The reason is access control. The FAQs say no access to the SEZ is allowed without a valid SEZ ID card. That makes the GIFT City ID card an operational compliance item, not a nice-to-have.

It also differs from your internal company ID. A company ID proves employment to your own security desk. The SEZ card is issued under the SEZ Rules and tied to the unit’s approved status. Rule 70 says that if a unit stops holding a valid LOA, all its employees’ cards are deemed invalid and must be surrendered.

Validity is short by design. GIFT-SEZ issues cards for three years for direct employees and six months for indirect employees. Rule 70 itself allows up to five years, so follow the GIFT-SEZ period the FAQs state.

When Is the Employee ID Card Obtained?

IFSCA’s setup workflow (June 2026) places employee ID cards at the end of the sequence:

  1. BLUT approved, Eligibility Certificate received by email
  2. IEC and RCMC registration on DGFT
  3. Lease agreement with the co-developer
  4. Final approval from IFSCA (Certificate of Registration) through SWIT
  5. Shop & Establishment and Professional Tax registrations
  6. Employee ID cards from the SEZ

Some steps overlap in practice. The FAQs add a timing rule: existing units must comply immediately for all current employees, and new hires need a card as soon as they’re onboarded.

If you’ll have people on site before the final stage, ask the Development Commissioner’s office how they should be handled. Don’t assume.

How to Get a GIFT City ID Card for Employees

The unit applies, not the individual. IFSCA’s FAQs direct units to the Development Commissioner’s SEZ ID card portal at sezidcard.giftgujarat.in, which sits on the official giftgujarat.in domain.

As of October 2026, the registration page starts with entity details. It asks for the entity category (developer, co-developer, unit or other), the application number from the LOA Form G, the constitution of the business, PAN, email, company name, and the tower and address in the SEZ.

Next comes the primary authorised signatory. The portal asks for an authorisation letter, ID proof and a signature upload. A declaration closes the registration.

Employee-level applications and revalidation run inside the portal after registration. This guide doesn’t list their fields or uploads, because screens and requirements change. Check the live portal and the Development Commissioner’s instructions before you file.

Two practical habits help:

  • Name one person to own the process. Cards for indirect staff expire every six months, so someone has to track dates.
  • Classify staff correctly from day one. The FAQs use direct and indirect categories, and your records should match them.

Revalidation deserves its own reminder. The FAQs require units to revalidate cards before expiry so every employee holds a valid card at all times. Build a rolling calendar, with alerts a few weeks ahead. Six-month cycles arrive faster than most HR teams expect.

What Happens When an Employee Leaves the Company?

Rule 70 is blunt. When an employee leaves, the card must be surrendered forthwith, and it’s deemed invalid from that date. IFSCA’s FAQs repeat the point: surrender cards of departed employees immediately to the Development Commissioner’s office.

This applies whether someone resigns or is terminated. Deactivating a person in your HR system doesn’t touch the SEZ card. The card is still out there until it’s surrendered.

Expiry is the other trap. Revalidate before the date, because a lapsed card means no access. For indirect staff, that comes around twice a year.

A simple fix: add SEZ card surrender to your exit checklist, next to laptop return and system access removal.

One bigger-picture rule is worth knowing. If a unit stops holding a valid LOA, every card issued to its entrepreneurs and employees is deemed invalid and must be surrendered. For units winding down or exiting the SEZ, cards belong on the closing checklist too.

RCMC and Employee ID Cards in the GIFT IFSC Setup Process

Zoom out and the broader path looks like this. A business picks premises and signs a letter of intent. The developer issues a PLOA. The entity is incorporated, or a branch is set up. The application goes through SWIT, then SEZ processing and the Unit Approval Committee, and the LOA follows.

After that, the BLUT is approved and the Eligibility Certificate arrives. IEC and RCMC come next. The lease deed follows, then final IFSCA approval, then Shop & Establishment and Professional Tax registrations. Employee ID cards close the sequence.

Treat that as the usual pattern, not a rigid queue. IFSCA’s own workflow notes that some steps can run together.

For the earlier stages, see our guides on GIFT City SEZ, PLOA, LOA, BLUT, Eligibility Certificate, Lease Deed and the SWIT portal. Still choosing premises? See GIFT City SEZ office space.

Note: These requirements apply to SEZ units. Businesses in the Domestic Tariff Area aren’t IFSC units and don’t go through this route.

For co-developers and landlords, the practical takeaway is simple. Your SEZ tenants are expected to finish this sequence, and their staff can’t use your building without valid cards. Good property managers raise the topic early, when a new IFSC tenant signs its lease. It saves everyone a messy first week.

Employee Data and MPR: Another Compliance Connection

The ID card isn’t the only employee-related SEZ requirement. Every IFSC unit with an LOA must file a Monthly Performance Report (MPR) on SEZ Online, and employment is part of it.

The MPR splits employment into direct and indirect. Direct means people on the unit’s own payroll. Indirect covers contract, outsourced and temporary staff, and vendor-provided IT support.

Funds that hold their own LOA but have no staff file the MPR with nil employment. The fund manager reports the actual numbers.

An ID card doesn’t replace MPR reporting, and MPR doesn’t replace the card. They’re separate duties. It does help if both tell the same story. For deadlines, check Public Notice No. 03/2024-25 dated 23 December 2024.

Common Mistakes IFSC Units Should Avoid

  • Assuming IFSCA issues the RCMC. It doesn’t. The council does.
  • Treating RCMC as optional because the unit already has IFSCA approval.
  • Confusing the company ID with the SEZ ID card.
  • Not obtaining cards for indirect employees, or letting six-month cards lapse.
  • Failing to surrender cards when employees leave.
  • Ignoring employee data in the MPR.
  • Working from an old checklist. Notarised stamp paper for BLUT is gone since February 2026, and other steps have moved too.

Most of these come down to one habit: treating SEZ compliance as a one-time event. It isn’t. Cards expire, staff change, and rules get updated. The units that stay clean are the ones with a named owner and a calendar.

Final Takeaway: Treat the GIFT City ID Card as Part of Setup

RCMC and employee ID cards are different requirements at different stages. The RCMC relates to the unit and its SEZ benefits. The SEZ card relates to each person the SEZ requirement covers.

Get the RCMC through DGFT and the council, not IFSCA. Treat every GIFT City ID card as a live record: apply on onboarding, revalidate before expiry, surrender on exit.

Procedures change, so check current IFSCA and SEZ instructions for your GIFT City ID card and RCMC filings before you file. If you’re still shortlisting SEZ premises for an upcoming IFSC setup, Gift2Invest.com lists SEZ and DTA commercial space with zone classification stated upfront.
